Rev. Rul. 67-26

A metering device is used on trucks, truck trailers, buses, etc., to register mileage. It is ordinarily mounted at the hubcap location of a wheel where it converts forward and backward wheel revolution into miles and records the distance traveled by the vehicle on numbered counter wheels similar to those used in an automobile odometer. The device operates without wires, cables, electrical connections, etc., and can be calibrated for use on wheels of any size or as a revolution counter on industrial machinery. Held , because the device is primarily used in connection with trucks, truck trailers, buses, etc., sales by the manufacturer are subject to the tax imposed on motor vehicle parts and accessories by section 4061(b)(1) of the Internal Revenue Code of 1954.
